York County Releases Paylocity HCM Contract After RTK Media Records Request

The released pricing schedule shows a three-year initial subscription with $325,978 in estimated annual fees, $22,442.50 in one-time costs and additional usage-based charges that are not included in the annualized figure.

York County Paylocity contract and RTK request release

York County has released the executed agreement and pricing documents for its Paylocity human-capital-management system after a Right-to-Know request filed by RTK Media.

RTK Media submitted request R000399-082726 on August 27, 2026, seeking the fully executed agreement, exhibits, pricing attachments, schedules and amendments associated with the Paylocity HCM software agreement identified in the request as having been approved for $1,000,376.50.

The County invoked a 30-day extension on September 3. On October 5, York County's Open Records Office notified RTK Media that responsive documents had been identified. An initial access problem with the attachment was corrected later that evening.

The pricing schedule explains the $1 million figure

The investment summary included with the released agreement lists a pricing basis of 2,300 employees, a monthly fee of $26,494, an estimated annual investment of $325,978, and $22,442.50 in one-time fees.

The additional terms state that the initial subscription term runs for three years. Three years of the listed annual investment totals $977,934. Adding the one-time fees produces $1,000,376.50, matching the amount identified in RTK Media's request.

The pricing document includes an important caveat: annualized fees do not include usage-based fees. It also says monthly HCM fees are based on active headcount, so actual charges can vary from the estimate.

What the agreement covers

The released package includes Paylocity's subscription-services agreement and investment summary. The pricing pages identify payroll, employee self-service, human-resources functions, time and attendance, recruiting, onboarding, reporting, integrations and other HCM features, with some functions included in the base pricing and others separately priced.

The agreement was signed for Paylocity on April 23, 2026, and by York County Commissioner President Julie Wheeler on April 29, 2026. The investment summary also carries Wheeler's client authorization dated April 29.

The contract can continue beyond the initial term

The additional terms provide for an initial three-year subscription. After that period, the services automatically renew for one-year terms unless the County gives notice of non-renewal at least 60 days before the applicable renewal date.

The terms also state that Paylocity may update pricing after the initial subscription term.
